The Chapter 56/60 Workgroup was first convened on June 30, 2007
to begin a process of gathering input from constituents to bring different perspectives into a draft proposal for the revision of Chapter 56. Chapter 56 is Hawaii's current set of regulations regarding special education, and Chapter 60 will be the name given to the new regulations that will incorporate the Individuals with Disabilities Education Act (IDEA) 2004 amendments.
The Work Group has met periodically since June with the Superintendent, the Assistant Superindent for Curriculum, Instruction and Student Support and key staff from the Special Education Section to build greater congruence between the Department's proposed revisions, Chapter 56 language and the Community Work Group's proposed revisions. At the January 28, 2008 Special Programs Committee meeting of the Board of Education, the Community Work Group and the Superintendent presented a draft Chapter 60 document to the Committee and it was passed with the understanding that the Community Work Group and the Department would look over the document one more time to correct any minor inconsistencies in language. On February 21, 2008 the Superintendent and the Community Work Group will present to the Full Board of Education Meeting in Leeward District the proposed Chapter 60 (the January 28th document with amendments resulting from the subsequent editing session of the Department and Community Work Group). Once these amendments have been presented to the Board, they will be public information, and SPIN will post a link to them on this page. We will also post a notice of public hearings to allow the larger community to comment on the proposed Chapter 60 once the schedule is published.
