Hawaii's Special Education Section has been presenting a series of Comment/Input Sessions around the state to give folks an overview of the changes to federal special education regulations as compared to Chapter 56 (our Hawaii rules). DOE has also been asking for input from the community on how revisions to Chapter 56 should build in the new requirements of IDEA 2004. Interested individuals have until February 28 to provide written comments to the Community Children's Council Office.

Art Cernosia, a well known attorney from the Mainland who comes to Hawaii to provide training to DOE and due process hearing officers, presented a free community workshop last Fall that highlighted the changes to special education required by IDEA 2004 and compared them to our existing Chapter 56. On August 3, 2006 the U.S. Department of Education announced the final regulations (Part B) to implement the Individuals with Disabilities Education Improvement Act of 2004 (IDEA 2004). Part B contains the regulations that pertain to the education of children with disabilities from preschool through high school. An official copy of these regulations was published in the Federal Register on August 14, 2006.
