Special Education Advisory Council (SEAC)


The Special Education Advisory Council, or SEAC, is Hawaii's State Advisory Panel under Part B of the Individuals with Disabilities Education Act. Its purpose is to advise the Superintendent of the Department of Education regarding the education of all eligible children with disabilities. SEAC's vision is to help each child achieve educational success through a strong public education system that is proactive and supportive of students, families and educators. To that end, SEAC uses its strength as a broad-based constituency group to play an active and influential role in decisions affecting policies, programs and services that impact students with disabilities. SEAC is made up of a diverse group of individuals with expertise on all aspects affecting special education and related issues. Membership includes a majority of parents of children with disabilities aged 26 or younger and persons with disabilities. Other members include teachers, administrators, university professors, juvenile and adult corrections program administrators, private and charter school representatives, representatives from the Department of Heath and the Department of Human Services, representatives for children who are in foster care or who are currently without a residence, and representatives from the community. All members serve on a volunteer basis.

SEAC meetings are monthly and open to the public. Your input is welcome! 15-30 minutes of each meeting is set aside for individuals to comment on issues related to special education. Comments can be presented in person or mailed to SEAC to be read by the Chairperson. For more information about past and future meetings, see our 2014-15 meeting schedule and minutes.
